Census Building Numbering, Household Listing & Enumeration

The three main stages in the population and housing census exercise is building numbering, household listing and enumeration of persons.

The first-two stages is building numbering and household listing, both goes together and thereafter enumeration of persons living in the households listed.

Building Numbering and Household Listing

This census topic will teach you how to implement the following census activities:

• How to Identify EA of assignment
• How to update and conduct building numbering and household Listing in your EA.

Materials to be used for Building Numbering and Household Listing include:

1. Enumeration Area (EA) Map in the PDA
2. Building numbering and Household-listing form (NPC 07) in the PDA 
3. Chalk/Marker and/or House-numbering Stickers
4.  Biros/ Bag/Cellotape
5. Notepad

Enumeration Area (EA)

During the Enumeration Area Demarcation exercise, the entire country was subdivided into EAs using the Geographical Information System (GIS). If possible, your supervisor will lead you to your EA at the end of the training

Where necessary, both you and your supervisor will be transported by the Commission, its representative, the LGA, or the Community representative to either the EA or to a location nearest to the EA.

Correct Identification of the EA is fundamental to your completing the assignment before starting Building numbering and Household listing. 

Purpose of EA identification is aimed at ensuring that:

• You do not intrude into the EA of another team of enumerators or overlook any part of the area assigned to you.
• You do not erroneously cross to another EA.

Each has conspicuous natural and/or man-made features as boundaries such that on one EA boundary overlaps the other and no area (in the whole country) is omitted. 

With the help of EA maps, you should be able to identify your EA. EA identification makes you also Familiar

With the boundary of your EA. In case of any difficulty, consult your Supervisor

EA Maps

Three types of maps are provided, which are uploaded into the PDAs. 

1. The Field Coordination Map (FC map)
2. Supervisory Area Map (SA map) and  
3. Enumeration Area map (EA map).

The EA map is what primarily concerns you as an enumerator. The EA maps for an

Enumerator may be one or more than one. Where an enumerator has one EA map, it means he is working in either a Multi EA locality, Stand Alone Locality EA, or a Special EA but when s/he has more than one EA map, this means that the enumerator is working in a multi Locality EA.

SA map is usually made up of five EAs. The Supervisor uses this map to know the EAs under his/her supervision and EAs assigned to a pair of Enumerators. The map also helps to plan his visiting route.

The Field Coordinator Map is made up of five SAs. The FC map is used to guide the Field Coordinator or Data Quality Assistant to monitor the activities of Supervisors  and Enumerators in his/her assignment area.

Questionnaire Identification

Identifiers are needed to group th census data of households to larger units such as Enumeration Areas, Wards, LGAs, and States for determining census statistics derived from the data you collect. It is like the name by which a person is known. It will be easier to trace a lost person if she/he has a name or bears some unique characteristics.

The NPC 07 Identification particulars is divided into:

State Name & Code: This is the name of the State where enumeration is being conducted. The State code is a two digit numeric number given to the State during demarcation.

LGA Name & Code: This is the name of the Local Government in the state where enumeration is being conducted. The Local Government code is three-digit numeric number given to the local government during demarcation.

Ward Name & Code: This is the name of the ward in local government where enumeration is being conducted. The ward code number is a five digit number given to the ward during demarcation.

Locality Name & Code: This is the of the locality where enumeration is being conducted. The locality code is a five digit number given to the locality during demarcation.

Enumeration Area Name & Code: This is the name of the Enumeration Area (EA) where enumeration is being conducted . The EA code is a seven digit number given to the EA during demarcation.

Rural and Urban Code: This is the identification of an Enumeration area in either a Rural oRURAL AND URBAN CODE Urban setting.

Address Or Name of Owner of Building: This is the physical address of the structure that is being listed. In Nigeria, there are areas that do not have conventional addressing systems, in that case it is advised that the name of the owner of the structure should be taken down. This field is pre filled but editable in case the address collected during demarcation has changed was incorrect.

Enumeration ID: This is the identity of the Enumeration Area and is unique across the entire country. The ID is the combination of the LGA Code and the EA Code. This code is what is used to give Area of Assignment tom an Enumerator.  

NB: EA Identifiers are pre-filled that it, the CAPI will prompt them automatically for the Enumerator.

Confidentiality Statement

The Census confidential statement must be emphasised that the information you obtain is CONFIDENTIAL and will only be used for statistical purposes.

Procedure for Enumeration Area (EA) Identification

The interactive EA map shall be used to identify and navigate to the Enumerators’ area of assignment. The interactive map for the Population and Housing Census has the capability to help Enumerators identify their area of assignment using Geographic Information Systems (GIS) by using coordinates to direct the Enumerator to the area of assignment.

This step requires a good Internet connectivity.

Steps on EA Identification

• Input your Enumeration ID to fetch your Enumeration Area of Assignment.
• Download the building points and EA frame.
• Open the Spatial Update and Listing Section on the PDA
• Use the "Case Summary" to check the details of your area of assignment like state, LGA, ward and locality.
• Click on 'Open Case' to load your base map imagery and show your EA Map and building points
• Use the 'Show Road To' to open google maps to show you direction from where you are to where the first building in your Enumeration Area is.
• If you are having issues locating the EA get guidelines from local guides or locals on how to get any of the important features or roads shown on the Imagery.
• Upon getting to the EA, tap on the 'locate me features' to show you where you are on the Map in relation to the EA.
• Try to locate the building 1 on ground by aligning your map to ground features.
• Use the locate me feature again to be sure you are by the building identified.

Map Updating

This is the process of adding information about new features that are not found or named on the map such as new buildings, floating population, etc, and also deleting the same that are no longer in existence. This will be done during the building and household listing. 

All new buildings and other target population areas shall be added to the Database  and all non-existing features shall be annotated as such.

Building Numbering and Household Listing

Building numbering and household listing is done with respect to each locality in the EA. If the EA is a part of a big locality or is a single EA locality, the numbering must be continuous to the last building in the EA.

However, in a multi locality EA, the building numbering must start and end within each locality that makes up the EA. Note that household listing is done within each building.

For instance, a building or household remains un-numbered, which comes to your notice after you have completed numbering and recording some other buildings in the locality; the already recorded serial numbers need not be distorted; record the skipped household on the next available row but ensure that the household bears the building number of the other households and the next household serial number. If it is a building that is skipped, it could take the next building's srial number.

Building will be numbered 001, 002, 003 and 004 and so on; as much as possible, the numbers should correspond with the building numbers recorded on the map in your PDA.

Labelling of House Numbering Stickers

To conclude house-listing exercise in a building, enumerator should write the building number on the sticker with a biro. The building number on the sticker should start with CENSUS 2023/..... followed by the serial number of the building.

For instance, if the serial number of a building is 005, then the entry on the sticker should be CENSUS 2023/005. The sticker should be pasted on the doorpost, gate or any other well visible place, about six feet from the ground so that it will be out of reach of children. Do this for all buildings/compounds within the Enumeration Area.
