Festus Eseoghene Utuama is a Nigerian politician and brother to former deputy governor of Delta state, Professor Amos A. Utuama of Delta State.

Festus was enlisted as State House of Assembly candidate in the 2023 General Election under the platform of the Peoples Democratic Party (PDP).

In March 2023, he was declared winner of the Delta State House of Assembly representing Ughelli South Local Government constituency by the Independent National Electoral Commission (INEC).

Festus is a native of Otu-Jeremi, the headquarters of Ughelli South Local Government Area of Delta State.
